What Can the Schools of Washington DC Teach Us?

To see what the Washington DC Schools can teach us lets first look at some of their financial data as outlined in the article from National Center for Education Statistics (NCES):

  • Spends $15,414 per student (Nation Average – $8,899)
  • Receives $2,383 per student in Federal Subsidies (National Average – $864)
  • Spends $1,869 per student on “capital outlays”
  • Spends $1,464 per student on “operations and maintenance”
  • Spends $662 per student on “school administration”
  • Spends $302 per student on “general administration”

Now the condition of the schools (from linked article):

  • Half of the schools don’t have working air-conditioners
  • Half of the schools won’t have books on time

And finally, the education outcomes for all these expenditures with the 2005 National Assessment of Educational Progress (NAEP) Eight Grade results (from linked article):

  • 12% Proficient in reading
  • 7% Proficient in math

The expenditures in the Washington DC school system teach us a very powerful lesson. That lesson is that more money is not the answer to solving the crisis in education we face in this nation. The numbers in DC also demonstrate that no amount of money will ever overcome the inefficiencies, ineptitude, corruption, and unaccountability of the bureaucrats who run the government schools.

There is a solution that is simple, yet elegant. The plan will empower parents by allowing them to choose the best school for their child. Parental empowerment will force all schools to earn the trust of parents. Parental empowerment will save taxpayers money. Parental Empowerment gets parents more involved in their child’s education. Parental empowerment will raise standards. And the best aspect of Parental Empowerment is that it raises the educational outcome of all children.

Here is the outline of the plan:

  • Designate an equal amount of money for each school-aged child (Fund The Child)
  • The parents then choose which school their child will attend
    • Public – in or out of current district boundary
    • Private
    • Charter
  • Remove all current mandates
  • Require all financial data to be on the internet for all public/charter schools
  • Require yearly testing of all students – all schools
  • Require raw and aggregate testing results to be on the internet in a timely manner, i.e. in time for school selection for the upcoming school year – all schools
  • Abolish NCLB, it will no longer be needed
  • Abolish the Dept. of Education, it also will no longer be needed
