Grayslake Elementary District 46 Superintendent Ellen Correll has started a blog. At this time there are only 3 posts, one of which is about the decision by the school board to not abate the bonds they issued that exceeded voter approval.

On Tuesday January 10th, the Board held a special meeting regarding either abatement or defeasance of the “premium†portion of the 1999 Bonds – which would have been $6,899,865.60. |
Frist, the board was not voting to abate the premium portion of the bonds. The premiums had been previously received by the district during the building of the Frederick and Prairieview schools. The money the board was voting on was the amount issued above and beyond voter approval once the previous premiums were added into actual bonds amounts previously issued.
Second, there was only a vote to defease the bonds. There was never a vote taken on Wednesday to abate the bonds.

The difference between abatement and defeasance really comes down to this – with abatement, the money is abated over a two year time period and would give the tax payer “relief†for two years. After that time, the tax rate returns to the voted on limit, which is .59. With defeasance, the district would pay on the principal, over a period of 20 years, which would reduce the debt limit. In either case, we still could not go to the voters for a referendum until 2011. |

I started the blog to help allow me to communicate with the community and stakeholders on a regular basis without waiting for a printed message to be distributed and of course, be able to do it right from my desk. |

We are exploring the comment part. We do have someone monitoring the comments at this point. |

I want to be able to share student, parent, building and community happenings. For example, what might be happening in a particular building, what is going on with curriculum, etc. |
