BOE Minutes 1/17/06

These are my notes for the School Board meeting on 1/17/2006. If there are any corrections or additions please let me know. My comments are in [italics].

The agenda was approved after the Union Contract and the Sale to the Village of Hainesville were removed. It was stated that there were still some final issues being worked out with the contract and they were not ready to vote on it yet. The Hainesville sale was removed because the Board needed more information.

Accounts payable were approved after a couple of questions.

  • Could the District do the paperwork needed to save the $1000 payment to William Blair this year. It was stated Dan probably could and would do research to find out. Update: The future costs will $2500 per year. It was only $1000 this year becuase of the bond issuance.
  • What was the over $425 (?)payment to EDAT (sp?) for? Dan said this was a service that provides District with comparisons and a lot of data that is useful.

Board Member and Superintendent Reports

  • Mark
    • Grayslake Review – Article about Lucy Stein (sp?) being selected for “Who’s Who Among American Teachers”
  • Jill
    • One community members had requested a video copy of the Kasarda report to check out. Jill thought this might be a good idea for all special presentations if the District had the capacity to make the extra copies. Update:It was also mentioned that others requested this for future presentations.
    • Had several requests for more transparency
    • Concerned about goals
    • Appreciated Mark bringing in the articles from the papers
  • Cheryl
    • Thanked John and Dr. Rose for the tour of the school
  • Ellen
    • Annouced the 8th grade won the Sub Midwest Conference Tournament. Wondered if the Board would be willing to recognize them. Maybe the PTO would pay for a banner that could be hung up in the gym.
    • Middle School Alumni night went well last week.
    • Feb is the 83 showdown, Ellen on both teams
    • PTO bought books for the first graders they could take home and will tracking to see if reading improvements take place.
    • Kasarda report is on the website or will be up very soon.

Public Comment
Pam Gish, 3rd grade Avon teacher asked for reinstatement of the Academy Class program. She went through several ideas and benefits to the kids, district and the teachers [I know I don’t have them all. Here is Pam's statement. (reformatted for display purposes]:


          

Dear District 46 School Board Members,

I come before you tonight to ask you to consider reinstating the Academy Class Program in our District. Institute Day seminars are informative and generally give a lot of information with very little time for in- depth discussions or learning . Graduate classes are very expensive in both money and time and a program can take years to complete. There are also many teachers in my position who have masters and doctoral degrees who are not motivated to take any more graduate classes – either by the time/money commitment or lack of movement on the salary schedule. However, we are people who are committed to our students and eager to learn about new strategies and materials to that are applicable to our population. We also have many of our own to share.
So let me list some of my ideas on the subject:

Benefits for students

  • District can move quickly to offer classes in teacher/district identified areas of student need(ELL, special ed, extended writing responses, etc.) During these classes, teachers can bring in concerns and under guidance, develop skills/strategies that directly affect their students.
  • Technology programs can be explored and usage expanded for student projects and learning. Presently there isn’t anything offered to show new teachers how to use the programs that we do have or refamiliarize experienced teachers. Classes allow teachers to develop lesson plans utilizing these programs.
  • Classes on differentiating instruction encourage teachers to work together to develop lesson plans which incorporate new strategies that they can try out immediately.
  • teachers are energized with new ideas for them!

Benefits for teachers

  • ability to work collaboratory with teachers using the same curriculum and mapping structure to investigate new strategies & learning paradigms & put them to immediate use
  • ability to identify classroom needs & be able to address them within the school year
  • new teachers can learn practical strategies & district technology programs
  • experienced teachers can learn about the newest ideas, teaching strategies, materials & technology
  • do not require an output of money
  • offered locally
  • able to meet and network with other staff members
  • ability to apply the credits towards advancement on the salary schedule
  • teachers are energized with new ideas!

Benefits for District #46

  • district staff expertise will meet the changing needs of our student population
  • easier to target & respond to specific teaching issues within our population
  • new teachers will have opportunities to express and work through their issues and thus promote a supportive “teaching community”- & teacher retention
  • experienced teachers will have opportunities to explore new ideas, strategies and materials and stay active
  • this program will support and promote a positive attitude towards continuous improvement & development of skills in teachers in an affordable and manageable manner

So in conclusion I am asking you to reinstate the Academy Classes in an effort to provide timely classes on areas that directly affect student learning in an affordable and effective way.

[Thank you Pam for sending me a copy to post. It is much more accurate this way. I don't see how it is possible not to cost money. It will count toward their improvement which raises their salary. Depending on when they are taught it will require substitute staffing or will cost addiotnal money because of the additional duties being performed outside the scope of their normal job.]

      • Interest – $72 K
      • Property Tax payment – $267 K
      • State Aid – 2 payments of $303 K
      • Federal Aid – $81 K
      • $62 Million at beginning of month
      • $57 Million at end of month [This includes the Bond money issued last year. This money is restricted to the building.]
      • Most of the balance is in the Illinois Liquid Asset Fund. This fund is used by most district because they get a better interest rate
    • Jill
      • would like Treasurer’s signature on report. The paperwork is being done to switch the position from Ellen to Dan.
      • would like a second page showing investments. Kristen concurred and it was agreed this would be done quarterly.
      • would like to see comparisons to previous year
      • would like to see a year to date summary as well with explanations of upcoming expenditures. This would possibly allow more effective or timely use of the contingency funds.

    In May of 2004, the Community Consolidated School District 46 Board of Education, in conjunction with Education Consultants & Research Associates (ECRA), administered a parent/community survey concerning District 46 schools. The objective of the survey was to measure the satisfaction of parents and community members with respect to the quality of education and funding in District 46. This also served as a follow-up to a similar survey conducted by ECRA in 2002.

    Prior to my actual arrival and hire date, I sent a two question survey to every District 46 staff member. Staff were asked to identify three things they especially liked about District 46 and three things that they would like to see changed.

    Beginning in the fall of 2005, I conducted Focus Group meetings with members of the community, asking the following questions: What are the strengths of District 46? What concerns do you have regarding District 46? What suggestions do you have for District 46?

    There are similarities that weave throughout all three documents.

    Attached are the most frequent responses from each document. This should also help you when considering potential Board goals.

    • Kristen and Others – were concerned about the moderator process; wording changed somewhat at times; Does not want Baord setting the How’s; may have held others and herself back from speaking up during the planning session
    • Ellen – Who should create the How’s, Board or Administration?
    • Jill – Should have talked more about the parameters of their individual goals before the process began
    • Ellen & Jill – Setup activities to better define parameters so things are more efficient and effective without as many questions
    • Jill – mentioned some things in the IASB Board handbook
    • Karen – Need parameters, need to move forward and trust the administrators. Was asking other board members for clarifications on their individual goals.
    • Sue – felt the administration listened to their goals; need all to be on the same page before going forward with the administrations work; maybe should do the self evaluations sooner rather than later.
    • Cheryl – this is a possible turning point in our district; new superintendent; gone through rocky road; don’t want burden to be put on Ellen due to past happenings; put the past in the past, remember the past, leave it in the past.
    • Kristen – asked Cheryl continues to talk about mistrust. Nonone has mentioned mistrust except for her; took offense to her attitude of mistrust comment
    • Jill – encouraged by administrations willingness to help restore programs; need to be clear on goals or you are setting yourself up; clarity is important to not breed mistrust again; wants more specific parameters, ex. Balanced budget, programs protected, opening of Madrona without a referendum, curriculum renewal, etc..
    • Ellen – Boards’ primary goal is to set the shape and direction of the school (Jan/Feb IASB Board Newsletter); will see if Dawn Miller (IASB) can come answer questions; will add to 2/4 agenda if possible
    • Sue – Surprised the planning meeting was only 1 meeting
    • Karen – Trust in the past was a problem
    • Jill – Lot of tension on the past board; wanted the process to be more business like so it is not a matter of trust; board is doing the job for the community, they are the boss; clear parameters help everyone be successful.
    • Cheryl – Is the board ok with the 4 overall goals? yes
    • Kristen – Subgoals need to be discussed more; maybe add communications as a fifth goal
  • Class Size Discussion
    • Ellen has done a lot of research. [Class discussion on my site earlier this year]
    • Class size helps only in K –1 and difference disappears after grade 3
    • Class size alone does not improve scores on it’s own
    • Look at room size
    • Look at class makeup (gifted, ESL, bottom, middle)
    • Middle school has 42 kids in one gym class (safety issue)
    • District has a Federal Class size reduction grant
    • Title 2 grant pays for a $71 K teacher salary
    • Title 1 grant pays 2 teacher salaries
    • Prarieview space needs for 2006/07
    • Sue – Put it off until we have facilities plan
    • Boundary changes coming
    • Temp boundary changes would make parents unhappy [I would think most would be happy if it reduced class size]
    • Look at alternatives
    • Administration keep the board informed
    • Cheryl – wants everyone to know the board is aware of the problem and are trying to some up with alternatives
    • Jill – What is the most effective use of money? If it cost $500 K to reduce classes to 24 and only $100 K to get to 25. Would it be better to do the 25 and use the rest for possibly curriculum renewal, staff development and things that meet the acedemic needs of the students? The board will need the data to determine what is the most effective approach.
  • Supt. Committee Members & Process
    • Tech Committee on track for end of March
    • Gifted Committee on hold until goals are set
    • Wellness Committee should start in early February
    • Language Arts – met once, but need parameters before continuing
    • Madrona – starting soon
    • Staff Eval – waiting until after negotiations were over.
    • Staff Development – waiting until after negotiations were over.
    • Membership – community member only on 1 committee; questions about board members being on multiple committees
    • Sue – felt board members were special members and there were too many committees and schedules to not allow the board to be on multiple committees to make sure they are covered. All agreed with this
